According to the settlement rules, if OpenAI releases Astra before the corresponding deadline, or releases a product confirmed to be the same model as Astra and makes it publicly available, the market settlement will be "Yes". The EU expands its sanctions against Russian cryptocurrencies, adding 14 new trading platforms to the ban and allowing for comprehensive bans on related countries.
Odaily Planet Daily reports that on July 23, the European Union adopted its 21st round of sanctions against Russia, expanding the ban on cryptocurrency services to 14 platforms located in Georgia, Panama, the UAE, the Marshall Islands, Kyrgyzstan, and Belarus, and adding four new sanctions against the A7 Russian Ruble Network. The new rules will take effect on August 25, prohibiting Russian and Belarusian citizens from holding, controlling, or holding positions in MiCA cryptocurrency service providers within the EU. The scope of application is expanded to include consulting, portfolio management, and transferring cryptocurrency assets on behalf of clients. The new rules also allow the EU to impose a comprehensive ban on cryptocurrency transactions in third countries that fail to prevent related sanctions circumvention activities. Furthermore, the regulations stipulate that this currently empty list of countries "should only include those third countries that the Council of the European Union has determined to have systematically and consistently failed to prevent the provision of cryptocurrency services, or to fail to prevent the operation of cryptocurrency trading and transfer platforms."
