According to a report by Odaily Planet Daily, research firm Benchmark Equity Research points out that the market structure reform proposal put forward by the U.S. Securities and Exchange Commission (SEC) on June 11 may be one of the most far-reaching regulatory measures affecting the U.S. crypto industry this year. The proposal aims to repeal Rules 611 and 610(e) of Regulation NMS, two core rules that have constrained the routing and execution of U.S. stock transactions since 2005 and are considered to have long limited the development of tokenized stocks and on-chain transactions. Rule 611 (order protection rule) requires exchanges to avoid trading at prices lower than the "protected quotes" of other markets, thus enforcing the National Best Bid-Bet (NBBO) system; Rule 610(e) prohibits price locking and cross-price market structures, constraining price overlap and price mismatch. Benchmark analyst Mark Palmer stated that if the rules are repealed, it will remove a key legal obstacle hindering DeFi trading models such as Automated Market Makers (AMMs), allowing them to operate without relying on traditional order routing systems. The rule changes will directly benefit tokenized stocks and crypto securities trading infrastructure, with Securitize listed as the most direct beneficiary. Coinbase and Galaxy Digital may also benefit from the expansion of their trading, custody, and market-making businesses. However, Benchmark also points out that even with the relaxed rules, key issues such as exchange registration, clearing and settlement, and custody frameworks remain unresolved, and the market still anticipates a potential "innovation exemption" mechanism from the SEC.
