U.S. Senate did not advance the Clarity Act, crypto regulation shifts to federal agencies
Odaily Planet Daily News: Last week, the US Senate failed to advance the Clarity Act with a procedural vote of 49 in favor and 50 against, failing to meet the required 60-vote threshold. Negotiations on the market structure bill have stalled due to ethical provisions involving Trump's cryptocurrency business. The US Securities and Exchange Commission (SEC) subsequently introduced a digital asset 'innovation exemption,' allowing eligible platforms to trade tokenized U.S. stocks on-chain without registering as a national securities exchange. The Commodity Futures Trading Commission (CFTC) issued a no-action position for passive software providers and submitted a broader cryptocurrency market regulatory framework for review by the White House. The Federal Reserve proposed that stablecoin issuers under its supervision back tokens with fully collateralized safe and liquid assets and hold capital against operational risks. The Office of the Comptroller of the Currency (OCC) is advancing stablecoin rulemaking and plans to complete the relevant rules by November. (Decrypt)
