According to BlockBeats, on September 13th, the Thai SEC proposed implementing a "same owner" requirement for stablecoin transfers processed by licensed digital asset operators. Under the current draft proposal, stablecoins entering a customer's platform account must originate from an account or wallet verified to belong to the customer, and withdrawals can only be made to wallets or accounts under the customer's own name.

This means that customers will be unable to receive stablecoins transferred from other people's wallets or withdraw funds from other people's wallets through platforms regulated by the Thai SEC. This requirement applies only to transfers processed by licensed operators and does not involve peer-to-peer transactions that completely bypass the relevant platforms.

The plan also requires that stablecoin transfer amounts be consistent with the customer's income source and financial situation, with a daily limit of 5 million Thai Baht for both inflows and outflows for a single customer across each operator. Transfers between regulated platforms may be exempt from the limit if both operators comply with the Travel Rule, but it remains unclear whether this exemption will affect the requirements for the same owner.

The Thai SEC stated that the proposed measures stem from the growth in stablecoin, particularly USDT, trading volume, and related risks of money laundering, cybercrime, and circumvention of international remittance rules. Public comment will close on September 25th, and the separately drafted Travel Rule will take effect on February 27th, 2027.
