BlockBeats reported on July 22nd, citing Reuters, that prediction market platform Polymarket stated it will challenge the French regulator's decision to block its website through legal proceedings. Polymarket expressed disappointment at the regulator's sudden and unilateral action.

France last week asked local internet service providers to block Polymarket, citing concerns that the platform could cause significant losses to users and that parts of the marketplace are at risk of manipulation.

As prediction markets rapidly gain popularity, regulators in various countries are increasing their scrutiny. In May of this year, the Spanish government temporarily banned Polymarket and its competitor Kalshi from operating in the country; in June, the U.S. Commodity Futures Trading Commission released a new draft regulation for the prediction market industry.

According to a report by The Wall Street Journal on July 22, AMD (AMD.O) and Anthropic have signed a major chip and investment agreement. AMD will invest $5 billion in Anthropic as part of the chip deal.

Anthropic will begin purchasing up to 2 gigawatts of AMD's (AMD.O) latest generation chips in the first half of 2027.

According to a report by independent research firm TS Lombard on July 22, South Korean memory chip stocks are nearing reasonable valuations, but market expectations for future earnings of memory companies may still be overly optimistic. The quarterly increase in traditional DRAM contract prices has slowed from 93% to 98% in the first quarter to 58% to 63% in the second quarter, and TrendForce predicts a further slowdown to 13% to 18% in the third quarter; the spot market is trending sideways, and DRAM and HBM prices have also begun to decline.

The report points out that long-term supply agreements can provide a floor for sales volume and prices, but they also limit suppliers from raising prices further, and the related protections will gradually weaken over the next year, making it difficult to support another significant upward revision of profit expectations.

Regarding HBM, the annual contract price increase in 2026 lagged behind that of traditional DRAM, and HBM profitability in the first quarter was even lower than that of 64GB DDR5 RDIMM. Although the larger chip area and wafer resource constraints in 2027 theoretically benefit supplier bargaining power, the number of supply participants is increasing. Changxin has already started sampling, and the global traceable DRAM capacity is expected to reach approximately 2.1 million wafers per month by the end of 2026. TSMC has also entered the HBM4 substrate chip and packaging stage.

The current market consensus expects storage companies' EPS to grow by 36% to 40% in 2027, while TrendForce predicts that unit supply will only grow by 15% to 20%. TS Lombard believes that the current share prices of Samsung Electronics and SK Hynix have largely reflected a scenario where 2027 earnings are 40% to 50% lower than the market consensus, and their valuations are close to reasonable, but the risks of the storage cycle have not completely disappeared.
