NYSE Owner ICE to Bring Hyperliquid Perpetual Futures Onshore in Trade[XYZ] Deal

Intercontinental Exchange, the Fortune 500 owner of the New York Stock Exchange, said Thursday it has signed a definitive agreement to bring Trade[XYZ]’s perpetual futures markets — built on the Hyperliquid decentralized exchange — onshore in the United States. Nothing has been approved, and the whole structure is conditioned on approval from the Commodity Futures Trading Commission . What changed is the roster of institutions now willing to treat a DeFi venue as the plumbing for a regulated retail market.

Trade[XYZ] put the scale in plain numbers. In the X post announcing the deal, the firm said its Hyperliquid markets have cleared more than $650 billion in volume in just over a year — an average of roughly $1.78 billion a day — across equities, indices, commodities and currencies that trade around the clock. “Much of the world trades them. Until now, Americans could only watch,” the post reads. The agreement is ICE’s attempt to end that watching.

trade[XYZ] and ICE, owner of the New York Stock Exchange, are joining forces to bring 24/7 perpetual futures on Hyperliquid to the United States.

In just over a year, our markets on Hyperliquid have surpassed $650 billion in volume. They provide continuous price discovery for stocks, indices, and commodities, and have become trusted reference points for retail and institutions alike when traditional markets are closed. Much of the world trades them. Until now, Americans could only watch.

We intend to change that. Subject to CFTC approval, trade[XYZ] and ICE plan to establish a new, dedicated U.S. market, with novel exchange and clearing infrastructure built on Hyperliquid. Planned contracts span equities, indices, commodities, FX, and crypto, with access through participating brokers and platforms.

ICE brings more than 25 years of experience operating regulated markets, clearing, and managing risk. Innovation and the protections of U.S. regulation shouldn’t be a trade-off. Together, we plan to prove it.

ICE is making a strategic investment in trade[XYZ]. A small group of market luminaries is joining as well, beginning with Stan Druckenmiller.

Anything. Anytime. On ICE[XYZ].

What the agreement actually transfers

Under the deal, ICE becomes the exclusive operator of Trade[XYZ]’s regulated markets and will stand up a new, dedicated retail market and clearing structure, kept separate from its institutional futures and clearing franchise. ICE is also making a strategic investment in Trade[XYZ], though neither side disclosed the size or the terms. Trade[XYZ] designs the products; Hyperliquid runs the underlying infrastructure; ICE supplies the exchange, clearing and regulatory machinery that ties them together.

The separation is deliberate. ICE said its participation today is more than 99% institutional, a client base that hedges over months and years through traditional futures and centrally cleared settlement. Perpetuals serve a different trader: someone holding a position for hours, not a quarter. “We’ve seen a clear increase in retail participation in markets, and that participation is becoming far more global, with retail traders increasingly seeking short-duration exposure, often around the clock,” said Jeffrey C. Sprecher, ICE’s chair and chief executive. “Together with Trade[XYZ], and subject to regulatory approvals, we intend to bring these markets into a U.S. regulated framework, combining Trade[XYZ]’s retail market expertise with ICE’s exchange, clearing and regulatory capabilities.”

A market that never closes

The asset being pulled onshore is a 24/7 derivatives market that does not expire. A perpetual contract rolls funding payments between longs and shorts instead of settling on a fixed date, which is what lets it trade around the clock the way a quarterly future cannot. Trade[XYZ] runs these contracts against equities, equity indices, commodities and currencies for customers outside the United States. Earlier this year it won a license from S&P Dow Jones Indices to list an S&P 500 perpetual on Hyperliquid, the first time the index provider had authorized that instrument.

The volume is no longer a rounding error. Trade[XYZ] reported its second-quarter volume jumped 79% as equity perpetuals surged on the platform , and the firm’s own $650 billion cumulative figure now trails only the largest crypto-native venues. That is the business ICE is buying into — a market that prices stocks while the New York Stock Exchange is closed, and one that until now sat entirely outside U.S. jurisdiction.

The retail pivot at 99% institutional

For ICE, this is a reach into the single slice of its business it has never served. If participation is more than 99% institutional, retail is less than one percentage point of what it does — so the perpetual market is a new, incremental audience rather than a threat to the futures franchise. “We intend to find retail traders where they want to be, through the partners, brokers, and platforms they already use,” Sprecher said. “We see these perp markets as additive to our futures markets, not a replacement for them.”

Distribution is where the ICE-OKX joint venture enters. ICE made a strategic investment in OKX earlier this year, and the two firms’ venture is meant to connect OKX’s global retail base to ICE-operated markets, once its futures commission merchant and broker-dealer subsidiaries clear their own approvals. Trade[XYZ]’s regulated perpetual contracts are expected to flow through that channel, which is why ICE’s decision to overhaul clearing for a 24/7 market matters here: it is the same infrastructure bet, now extended to a retail derivatives product.

The regulatory path that does not yet exist

Every part of this deal is contingent. ICE has not disclosed a filing with the CFTC, a registration statement, or a timeline, and Trade[XYZ]’s announcement is careful to say products, eligibility and timing will be shared only “as approvals progress.” The sober reading is that the agreement is an intent with a long queue of approvals in front of it — the new market’s own CFTC sign-off, the futures commission merchants that must join as members, and the separate ICE-OKX joint venture clearances.

There is also a crowded field. Robinhood and Coinbase have already pushed perpetual futures into the U.S. conversation, and Trade[XYZ] itself is not the only Hyperliquid deployer chasing the same onshore prize. What ICE brings is scale and a clearing pedigree that a crypto-native venue cannot match, but nothing in the announcement guarantees it wins the race. Trade[XYZ] framed the ambition in its own terms: “Trade[XYZ] was built on a vision of bringing the world’s most important markets on-chain, available 24/7. A year later, that vision is real: a new venue for price discovery, open whenever the world moves.” The gap between that vision and a live, CFTC-approved market is the entire story that has not yet been written.

What to watch

The first observable signal is a filing — a CFTC registration or a cleared-product application that turns a signed agreement into a docketed process. The second is membership: which futures commission merchants sign on, because they are the access layer for KYC/AML-verified retail customers. The third is the ICE-OKX joint venture, whose own approvals gate how quickly the product reaches the “partners, brokers and platforms” Sprecher keeps pointing to.

There is also a personnel signal. Trade[XYZ] said Stan Druckenmiller is joining as the first of “a small group of market luminaries,” a name that buys attention if not approval. None of it changes the core arithmetic: ICE is betting that a market which already clears $1.78 billion a day offshore can be reconstructed, with the same Hyperliquid engine, inside a U.S. rulebook — and that its 99% institutional franchise can hold a retail lane without blurring either one.
