Cloudflare Completes Machine-Payments Stack With Stablecoin Wallet for AI Agents

Cloudflare launched Cloudflare Wallets on Tuesday as part of its "Agents Week" series, giving AI agents that run on its network a stablecoin balance and a human-readable identity — a cloudflare.pay handle — to present when paying for APIs, data, and content.

The mechanics are straightforward. Each account holder gets an Account Wallet they control directly, and can spin up separate Virtual Wallets for individual AI agents, each funded from the main account and governed by spending controls the owner sets: an allowance, an allow-list of approved merchants, and a maximum transaction size. That structure lets an agent independently test and purchase services without a human approving every single payment, while keeping a hard ceiling on what it can spend. For now, only claiming a wallet handle is live; funding and full payment functionality are described as coming "in the coming months."

Payments run on x402, the open standard that repurposes the old HTTP 402 "Payment Required" status code for machine-native micropayments, originated by Coinbase and now hosted by the Linux Foundation with Cloudflare, Stripe, Visa, Mastercard, Google, and Amazon Web Services among its 40 members. According to Agent Economy, x402 has settled 160.6 million transactions worth $41.2 million across seven chains to date, averaging about 26 cents per transaction, with USDC as the dominant settlement asset.

The other half of a deal Cloudflare already had

Wallets is the buy-side complement to Cloudflare's Monetization Gateway, launched July 1, which lets websites and APIs charge AI agents per request in stablecoins over the same x402 rails. Put together, the two products give Cloudflare both sides of what it's positioning as a headless machine-to-machine marketplace: merchants who can charge agents, and agents that can pay them — running across a network the company says spans 337 cities and touches roughly one in five websites globally.

A crowded race that's moving fast

Cloudflare is a late but well-positioned entrant. Blockhead covered the opening moves in this race back in May , when AWS launched Bedrock AgentCore Payments with Coinbase and Stripe, and Google Cloud shipped a competing gateway with the Solana Foundation. Circle entered days later with its own Agent Stack built around USDC , explicitly positioning against x402. Mastercard and Visa have both since built their own card-network-level agent payment rails, betting that trust and settlement, not the specific rail, is where the durable value sits .

What makes Cloudflare's entry different is distribution. AWS, Google, and Circle are all building agent-payment infrastructure for developers who choose to opt in. Cloudflare sits in front of a fifth of the web by default — which means the moment Wallets' funding and spending features actually ship, a very large number of sites and APIs are one configuration change away from being able to charge, or be charged by, an autonomous agent. Stablecoin supply currently sits at roughly $307.7 billion, split mostly between Tether's USDT and Circle's USDC, according to DefiLlama — the reserve base this entire machine economy would settle against if it scales the way its backers expect.
