英国央行计划下月发布系统性稳定币监管草案，并在年内最终定稿

PANews 5月20日消息，英国央行负责金融稳定的副行长 Sarah Breeden 在伦敦 City Week 2026 演讲中表示，将以代币化为未来战略重点，构建包含受监管稳定币的英国金融体系。英国央行计划下月发布系统性稳定币监管草案，并在年内最终定稿，必要时将对稳定币发行总量设临时上限。央行鼓励商业银行发行 tokenized deposits，并升级零售支付基础设施以支持跨行使用。英国央行与FCA已通过 Digital Securities Sandbox 推进代币化证券试点，目前包括 Euroclear、HSBC 和 LSEG 在内的16家机构正准备于2026年底前上线。央行仍在评估数字英镑（CBDC）方案，并支持政府的 Digital Gilt 代币化国债项目。
