5月21日，中国香港特区立法会通过《稳定币条例草案》（下称“草案”）。美国时间5月20日，美国参议院通过《稳定币统一标准保障法案》（下称“法案”）。一时间币圈沸腾，各种评论甚嚣尘上，但大多数并没有对两个法律文件进行具体研究，有些人还出于各种目的，混淆了稳定币、加密货币和加密资产等概念，对人们理解稳定币产生了一定的误导作用。
