Binance Sets Phased Withdrawal Restart as Asset Replenishment Reaches 95%

TL;DR: Binance has set out a phased withdrawal restart and says it has replaced 95% of affected assets. Availability still depends on the individual asset and network.

Binance’s recovery effort has moved from a promise to replace missing assets toward the harder operational test of letting customers move funds again. Its November 1 update set a 06:00–09:00 UTC window for the first stage of withdrawal restoration, while stressing that reopening would happen progressively.

The distinction matters. A timetable for restoring services is useful information, but it should not be read as confirmation that every listed withdrawal route is available to every customer.

What the latest recovery update establishes

In its fourth recovery announcement , Binance said approximately 95% of the impacted amount had been replenished, compared with 90% in the previous update. It attributed the outstanding portion to less-liquid tokens that take longer to obtain at scale.

Customers need to check the specific asset-network combination in the withdrawal interface rather than infer availability from a general reopening notice. The company also warned that initial processing could take longer than usual.

Those statements describe the exchange’s recovery progress. They do not provide an independently audited assessment of every remaining operational or financial exposure.

Backing and access answer different questions

Binance’s proof-of-reserves explanation describes a system for showing asset backing and allowing customers to check that their balances were included in a liabilities snapshot. Such verification can help assess a particular set of balances at a particular time.

Withdrawal availability asks a different question: can the platform process a customer’s chosen transfer now? An exchange can report adequate backing while temporarily restricting access during security work. Conversely, a functioning withdrawal button alone does not describe the full condition of a balance sheet.

The useful assessment therefore combines the financial evidence with observable service performance. Neither should be treated as a complete substitute for the other.

The timing of evidence matters as well. A reserve snapshot taken before an incident cannot establish what happened afterward. A later snapshot is more relevant to replenishment, while a record of completed transfers addresses access. Reporting those dates together would make it easier to distinguish a lasting improvement from figures describing different stages of the recovery.

Why the remaining assets can take longer

Replacing a thinly traded token creates a different execution problem from acquiring a widely traded asset. A large purchase can consume available offers and move the price, while an over-the-counter transaction still requires a willing counterparty and completed settlement.

That makes the last portion of a replenishment exercise potentially slower than the first. The percentage completed is helpful, but it does not measure the difficulty of the work still outstanding.

For customers holding those assets, the practical milestone is restoration of the relevant transfer route. A broad recovery percentage should not obscure differences between tokens, networks or processing queues.

The next evidence will be operational

The most informative follow-up will be a clear record of which services have reopened, how pending transfers are handled and when remaining restrictions are removed. A post-incident review would also help distinguish the initial entry point from any weaknesses in approval and monitoring systems.

Market confidence is unlikely to be rebuilt through a single headline. Reliable withdrawals, understandable status reporting and evidence that controls have been repaired all address different parts of the problem.

For now, the update marks a concrete step in the recovery plan. It remains a staged restoration, with the condition of each withdrawal route more useful than any assumption that a general reopening announcement means normal service everywhere.
