Coinbase Opens IPO Allocations to US Retail Customers

Coinbase has begun letting eligible U.S. retail customers request shares in initial public offerings directly through its app, with smart-ring maker Oura’s debut this week serving as the first available deal. The exchange detailed the feature in a Monday blog post , framing it as “another step toward growing the Everything Exchange” and a way for its U.S. customers to gain early exposure to high-interest companies before they hit public exchanges.

How IPO Allocations Work

Eligible customers navigate to a new IPOs page inside the Coinbase app and select an active deal. After funding their account to cover the requested shares, they submit a “Conditional Offer to Buy” once the expected price range becomes public. Customers can edit or cancel their offer throughout the open period, though a price change above a set limit requires resubmitting the request to stay in the running. When the order book closes, available shares are allocated at the IPO price and booked into the customer’s account, with requests potentially filled in full, in part, or not at all depending on underwriter supply and total demand. Every user must first complete a standard FINRA eligibility questionnaire to check for potential restricted status.

Coinbase’s allocation methodology favors investors it expects to hold for the long term. Selling IPO shares within the first 30 days can bar a customer from IPO participation for the following 60 days, and repeat early sellers may receive smaller and less frequent allocations than holders who keep their shares longer.

A Brokerage Architecture Under the Hood

The securities offering runs through Coinbase Capital Markets, the company’s FINRA-registered broker-dealer, which participates in IPOs as a best-efforts selling-group member. It aggregates customer orders and routes them through clearing partner Apex Clearing Corporation, acting purely as an agent on the customer’s behalf rather than underwriting deals, holding inventory, or taking the opposite side of trades. Coinbase said it plans to add more IPO opportunities over time as selling-group allocations become available.

Extending the Everything Exchange

The launch pushes Coinbase beyond crypto and secondary-market stock trading into the primary market, following its earlier rollout of pre-IPO derivatives. It arrives weeks after Coinbase filed to list stock and ETF perpetual futures in the U.S., and days after the SEC granted an innovation exemption for tokenized stock trading , a regulatory opening Coinbase has positioned itself to exploit.
