Shinhan and Visa Test Stablecoin Settlement Infrastructure in South Korea

Shinhan Financial Group is moving before South Korea’s stablecoin rulebook gets comfortable. The Seoul-based financial holding company is testing stablecoin issuance, remittance, and redemption using Visa’s platform, according to the original report from CoinDesk.

The test also includes work on AI-powered payment models. That combination matters. It puts a major card network and one of Korea’s largest financial groups on the same operational track for corporate money movement, not just consumer card payments. For Shinhan, the pilot is a controlled way to see how stablecoin settlement behaves inside a bank-grade environment before committing to broader infrastructure.

B2B settlement is the near-term target

The focus on B2B settlements narrows the use case. Retail stablecoin activity gets the volume headlines, but corporate remittances and cross-border settlement hold clearer cost and speed benefits for banks. Visa already sits inside a large share of cross-border payment flows. A stablecoin issuance and redemption layer would let Shinhan test whether tokenized value can reduce reconciliation time and free up trapped liquidity without leaving the existing payments ecosystem.

This is part of a wider shift in how financial institutions are treating tokenized assets. Weekly tokenization activity has already shown real-world assets crossing $20 billion on-chain, with institutional settlement experiments moving from proof-of-concept to live transactions. Shinhan’s test is smaller, but it sits inside the same arc: banks and networks are building the plumbing before retail-facing products are announced.

AI is being built in from the start

The AI component is easy to dismiss as a buzzword. Payment models driven by machine learning, however, change where the value sits. Instead of simply moving stablecoins from one wallet to another, the system can learn from remittance patterns, flag anomalies, and forecast liquidity needs. Visa has been layering AI across fraud and authorization systems for years, so adding it to stablecoin settlement logic is a natural extension rather than a separate experiment.

That also brings the project closer to newer AI-driven Web3 infrastructure work. Some teams are already testing how decentralized compute can handle AI applications across chains, an area covered in recent Web3 infrastructure builds . Shinhan and Visa may not be using decentralized compute, but the overlap shows how AI is moving from a feature to the operating layer for payment systems.

The regulatory backdrop is still unsettled

South Korea has deep retail crypto liquidity and a financial regulator that has been careful about stablecoin integration. That makes Shinhan’s move notable. A bank-affiliated test, conducted with Visa, gives regulators a visible case study without forcing them to approve a retail stablecoin launch. It also lets the private sector shape the technical standard while policymakers work through reserve, redemption, and user protection questions.

The tension between banking and crypto market structure is not limited to Seoul. In Washington, banking groups have been fighting parts of crypto legislation up to the final days before a Senate vote, as covered in the legislative clash . The difference is that Shinhan is building alongside a payments network rather than waiting for the legal framework to be complete. That posture carries both speed and risk.

What remains unclear is whether the pilot becomes a commercial product. The report does not specify the stablecoin’s backing, the settlement currency, the timeline, or how redemption rights would work in practice. Those details determine whether this is a true settlement rail or a contained internal test. The market will likely watch for any sign that Shinhan expands the pilot to corporate clients or seeks a regulatory green light, because that would turn infrastructure testing into something closer to a live product.
