He believes that Bitcoin's consensus rules are like a "constitution," determining property rights, scarcity, settlement mechanisms, and the boundaries of power. Any modification of the rules for the benefit of a specific group infringes upon the economic rights of all participants. He warned that Bitcoin has the potential to grow a hundredfold and become the infrastructure of global capital markets, and a single misstep in changing the rules could damage future markets, technologies, and economic freedoms that are yet to be realized.

Saylor specifically named several proposals, including BIP-110, arguing that they undermine the neutrality of the Bitcoin protocol by restricting valid paid transactions, introducing contract mechanisms, or increasing block size. He stated that while these proposals differ in form, they all weaken the scarcity of block space, increase network bandwidth and verification costs, increase protocol complexity, and introduce new security risks. Furthermore, weakening the transaction fee market will affect miners' income after the continuous halving of block rewards, thereby weakening the long-term security of the Bitcoin network.

Furthermore, if one interest group manages to modify Bitcoin's rules through certain means, other interest groups will follow suit, leading to long-term conflicts in protocol governance, capital flight, slowed innovation, and deteriorating cybersecurity. Saylor calls for keeping Bitcoin's base layer simple, neutral, scarce, and secure, reserving innovation for the second and application layers, and promoting development through voluntary adoption rather than frequent modifications to the underlying protocol. He emphasizes that protocol upgrades should be approached with extreme caution, only proceeding when truly necessary, in order to safeguard the foundation for Bitcoin's long-term development.
