According to BlockBeats, on August 1st, crypto journalist Eleanor Terrett reported that the Trump administration is weighing a bipartisan ethics counterproposal proposed by Senator Tillis and Representative Gallego . This proposal would grant state attorneys general the power to sue the Justice Department if it fails to enforce ethical laws against federal officials.

The Clarity Act, a bipartisan bill on cryptocurrency market structure, has passed Senate committee review and includes compromise provisions on stablecoin yields; its fate may depend on the White House's response to the ethics proposal this weekend, which will determine whether to proceed with the Clarity vote.

If an ethical compromise is reached, the Clarity Act is expected to proceed, providing regulatory clarity such as exemptions from bank secrecy laws for non-custodial developers; otherwise, it may trigger certain provisions of the GENIUS Act, leading to increased uncertainty in stablecoin regulation.
