Ripple Wins OCC Approval to Establish National Trust Bank; BlackRock and Partners Advance Tokenized Fund and Yen Stablecoin Interoperability; Ark and Strategy Adjust Bitcoin Exposure

Ripple secured final OCC approval for a national trust bank and federal oversight of RLUSD; BlackRock, SBI and Startale advanced tokenized money market fund and yen stablecoin connectivity; Hyperliquid said Payward will be the first CFTC-regulated HIP-3 deployer; Ark Invest added Circle and cut its Bitcoin ETF; Strategy paused Bitcoin purchases and repurchased $205 million of STRC preferred stock as BTC fell below $80,000.

According to The Block reports from Oct. 26-27, the crypto market saw multiple developments across regulation, compliance and institutional allocation. Ripple received final OCC approval to establish a national trust bank and bring RLUSD under federal regulation; BlackRock teamed up with SBI and Startale to advance interoperability between tokenized money market funds and yen stablecoins; Hyperliquid disclosed that Kraken parent Payward will become the first CFTC-regulated HIP-3 deployer; Ark Invest added about $5.2 million in Circle while trimming $15.9 million from its own Bitcoin ETF; Strategy paused Bitcoin purchases and repurchased $205 million of STRC preferred stock. In the same period, BTC fell below $80,000.

On Oct. 26, Ripple received final OCC approval to establish a national trust bank, bringing its stablecoin RLUSD under federal regulation. This is a major regulatory development involving Ripple's national trust bank and federal oversight of RLUSD, with significant implications for the XRP ecosystem and the stablecoin compliance narrative. The report did not disclose execution details beyond the approval.

On the same day, BlackRock, SBI and Startale advanced exploration of interoperability between tokenized money market funds and yen stablecoins. The Block categorized the partnership as an important development among large institutions pushing RWA and stablecoin integration, involving the connection between tokenized money market funds and yen stablecoins. The specific timetable, responsibilities of the participants and scope of implementation were not elaborated in the report.

Hyperliquid disclosed on Oct. 26 that Kraken parent Payward will become the first CFTC-regulated HIP-3 deployer. This development involves the compliance of U.S. perpetual contracts and relates to Kraken and Hyperliquid, and is noteworthy for derivatives trading and regulatory pathways. The report did not disclose deployment timing, regulatory conditions or arrangements for other subsequent deployers.

Ark Invest's rebalancing was disclosed on Oct. 27 and involved two directions: adding about $5.2 million in Circle and reducing its own Bitcoin ETF by $15.9 million. The increase in Circle stock and the reduction in its own Bitcoin ETF represent an increase on one side and a decrease on the other; they are not a simple add-or-cut within the same asset class. In terms of amount, the $15.9 million Bitcoin ETF reduction and the about $5.2 million Circle increase together outline the scale of Ark's latest rebalancing. The proportion of this amount in Ark's total position was not disclosed. Based on the disclosure, Ark showed one increase and one decrease between stocks and its Bitcoin ETF, but whether it is a one-off rebalancing or the starting point of a phased allocation change still requires subsequent disclosures to judge.

Strategy was described by The Block as one of the world's largest Bitcoin treasury companies. Its actions disclosed on Oct. 26 included pausing Bitcoin purchases and repurchasing $205 million of STRC preferred stock. Pausing Bitcoin purchases means the company saw a phase-level change in Bitcoin buying; repurchasing STRC preferred stock is a capital structure adjustment. The two moves appearing together drew market attention to its funding allocation priorities: whether to continue expanding its Bitcoin treasury or prioritize optimizing capital instruments such as preferred stock. At present, details such as the duration of the pause, the source of repurchase funds and whether it will resume purchases later have not been disclosed. For the market, Strategy is one of the important institutional buyers; its pause in purchases could change institutional Bitcoin demand expectations, but this impact still needs to be observed through subsequent capital structure changes and its Bitcoin allocation pace.

On price, BTC fell below $80,000 in information disclosed on Oct. 27. Chronologically, the report of Strategy pausing purchases appeared on Oct. 26, while information on Ark's rebalancing and BTC falling below $80,000 appeared on Oct. 27; disclosures on Ripple, BlackRock/SBI/Startale and Hyperliquid/Payward were also concentrated on Oct. 26. The entities, instruments and timing of these events differ markedly, so BTC price weakness should not be simply attributed to any single institution's one-time action. A more prudent statement is that against the backdrop of BTC falling below $80,000, two institutional developments appeared—Bitcoin ETF reduction and a treasury company pausing purchases—and they were parallel in time, but a causal link cannot be directly established. The Block's related market coverage also reflected ETF fund rebalancing, Circle stock allocation and BTC price weakness, treating them as important signals of institutional fund flows and market sentiment.

Overall, the multiple developments from Oct. 26-27 respectively involved bank licenses and stablecoin regulation, tokenized funds and stablecoin connectivity, perpetual contract compliance, Bitcoin ETF and stock rebalancing, and treasury company capital structure adjustments. The entities and instruments differ, and existing reports do not show direct causal relationships among the events. More accurately, during the same period, regulatory, partnership and institutional allocation developments appeared in parallel, with market attention covering stablecoins, RWA, derivatives compliance and Bitcoin-related exposure.

Items to watch include further implementation of Ripple's national trust bank establishment and federal regulation of RLUSD; specific plans by BlackRock, SBI and Startale for connecting tokenized money market funds and yen stablecoins; the implementation of Payward as a CFTC-regulated HIP-3 deployer; whether Ark further discloses changes in its Circle holdings and its own Bitcoin ETF position; whether Strategy resumes Bitcoin purchases and changes in its capital structure after the $205 million STRC preferred stock repurchase; and BTC's trend after falling below $80,000 and its synchronization with institutional fund flows. Relevant information still awaits subsequent disclosure.
