HashKey Exchange to Offer Franklin Templeton’s OnChain US Government Liquidity Fund in Asia

Hong Kong’s licensed crypto market is getting a cash-management product with a much older institutional brand attached. HashKey Holdings Limited (3887.HK) and Franklin Templeton are bringing an on-chain U.S. government liquidity fund to Asia through HashKey’s licensed trading platform, according to the announcement published Monday .

The product type sits apart from the exchange’s usual spot tokens. Rather than adding another volatile asset, HashKey is distributing exposure to short-dated U.S. government securities in tokenized form. Franklin Templeton supplies the fund management layer; HashKey supplies the regulated venue and the Asian user base. That pairing targets a different pocket of capital than the typical retail trading flow.

What the launch changes for HashKey

HashKey has been building a licensed venue story in Hong Kong while most global exchanges still operate in grayer jurisdictions. Adding a government liquidity fund gives the platform a treasury-style instrument that complements crypto trading. It also gives existing users a place to park balances in U.S. dollar-linked yield without moving funds off the exchange to a traditional broker.

The announcement does not spell out the minimum investment size, settlement cadence, or whether the fund units will be tradable on a secondary market. That detail will determine the product’s utility. A tokenized money market product that settles like a mutual fund behaves very differently from one that moves like a cash token.

A tokenization trend with more substance now

The move is not happening in isolation. Real-world asset tokenization has moved from conference panels into live settlement and larger balances. Government liquidity funds have become the least controversial way for asset managers to test blockchain rails because the underlying exposure is low-risk and familiar.

Franklin Templeton’s involvement adds weight for conservative investors who might avoid crypto-native yield products. A fund manager with a traditional distribution network can bring on-chain products into conversations with treasury teams, family offices, and corporate cash managers that would not otherwise engage with crypto exchanges.

The regulatory backdrop cuts both ways

Hong Kong’s licensing framework is the anchor for this product. The city has been trying to attract tokenized funds and digital asset infrastructure without creating the same friction that US regulators have applied to exchange platforms. Even so, tokenized funds still raise questions about custody, investor eligibility, and how on-chain records map to traditional fund ledgers. HashKey will need to clarify whether access remains limited to professional investors or reaches a broader base.

US regulatory fights also shape how these products are perceived. While Washington argues over market-structure rules, with banks pressuring a crypto bill days before a Senate vote , Hong Kong’s regulated exchange model offers a different, more product-focused path. That divergence could push more asset managers to test tokenized distribution in Asia first.

What remains uncertain

The gap between a product announcement and repeat usage is wide. Redemption windows, pricing, and the treatment of weekends and settlement delays will determine whether the fund becomes a cash tool or a shelf product. HashKey also faces competition from other Asia-based tokenized Treasury issuers that already court stablecoin-adjacent capital.

Still, the announcement gives Hong Kong’s exchange sector a concrete tokenized fund case rather than another roadmap statement. Market participants will watch how quickly the product goes live, what limits apply, and whether users actually treat it as cash-like liquidity.
