South Korea Blocks 27 Unregistered Crypto Exchanges — What Changes for Traders

South Korea’s financial intelligence unit said on October 13 that the Korea Communications Standards Commission has approved blocking domestic access to 27 websites run by unregistered virtual-asset service providers, extending an enforcement push that already reached mobile app stores to the open web. The decision raises an immediate question for Korean traders and the exchanges named: what changes now?

In its announcement , the Financial Intelligence Unit (FIU) said the commission approved the blocks after two rounds of review on October 6 and 7. Overseas-hosted sites will have domestic access cut off, while platforms with domestic servers or operators face service termination. The targeted businesses have not registered under the Act on Reporting and Using Specified Financial Transaction Information.

What the FIU Decided

The blocking is the latest step in a multi-year effort to push unregistered operators out of the Korean market. At the FIU’s request, Google and Apple already block new installs and updates of unregistered operators’ apps in Korea, and the unit has now closed the browser route as well. It treats foreign operators as covered when they target Koreans, judging that by whether a platform offers a Korean-language homepage, runs Korean customer marketing, or supports won payments.

The unit said it will request blocks as soon as illegal business is detected rather than waiting for confirmed user losses, and it listed the risks it is trying to contain: no anti-money-laundering controls, weak information-security certification, and fee levels far above domestic venues. A June 2026 joint investigation by the Digital Asset eXchange Alliance found the flagged operators charge average trading fees of 1.5% to 10%, against about 0.16% at Korea’s five largest won exchanges — up to 62 times higher.

The 27 Blocked Exchanges

The commission’s decision covers 27 platforms currently operating: KuCoin, MEXC, Phemex, XT.com, Bitrue, CoinW, ZoomEX, Poloniex, BTCC, DigiFinex, Pionex, Blofin, Apex Pro, WEEX, BitMart, KCEX, BingX, P2B, Nonkyc.io and SUPEREX, alongside Korean-named operators CoinSolution, ShinBitSolution, Xgram, TapBit, CoinMy, BigOne and UBit. The list overlaps heavily with the 44 operators the FIU has referred to investigators since 2022.

What It Means for Traders and the Exchanges

For Korean users, the practical effect is a narrower path to offshore venues. The FIU urged anyone holding assets on an unregistered platform to withdraw, and said it will work with the Digital Asset eXchange Alliance to explain how to do so, because a block can complicate withdrawals. For the exchanges themselves, the move removes access to a large retail market and adds legal exposure: operating without registration carries up to five years in prison or a 50 million won fine. The decision builds on the authority lawmakers sought to give the FIU, as BlockchainReporter reported when the relevant bill moved through the assembly earlier this year .

What Remains Unsettled

The block is not airtight. The FIU acknowledged that operators may switch to alternative domains and said it will monitor replacement sites and request further reviews. Only 28 virtual-asset service providers are registered with the unit, so the line between legal and illegal venues is narrow, and it is still unclear whether any blocked exchange will pursue registration or a local partner to re-enter the market. The earlier app-store restrictions, which already affected platforms including MEXC , showed how these measures can tighten access without necessarily ending it.
